    Comment Scheme established by Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading within the Community (22.9.2020) (see latest consolidated version with all amendments). It works on the 'cap and trade' principle. A 'cap', or limit, is set on the total amount of certain greenhouse gases that can be emitted by the factories, power plants and other installations in the system. The cap is reduced over time so that total emissions fall. In 2020, emissions from sectors covered by the EU ETS will be 21% lower than in 2005. Within the cap, companies receive or buy emission allowances which they can trade with one another as needed. They can also buy limited amounts of international credits from emission-saving projects around the world. The limit on the total number of allowances available ensures that they have a value.

    Comment 1) This concept relates to allowances under the EU ETS, as opposed to IATE:2249863 which refers to allowances under any cap-and-trade system. 2) Allowances are non-Kyoto units. For their validity, see Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC, Article 13.There are two types of allowances: Chapter II allowances and Chapter III allowances. All transactions involving allowances shall take place within the Union registry and shall be recorded and checked by the EUTL but not by the ITL. Allowances do not have a physical existence, they are only records in IT systems. Thus they are IT markings.
