    Comment La mise aux enchères est la méthode par défaut pour allouer des quotas d'émission aux entreprises participant au système d’échange de quotas d’émission de l’UE (SEQE-UE). Toutefois, dans les secteurs autres que la production d'électricité, le passage à la mise aux enchères a lieu progressivement. Certains quotas continuent d’être alloués à titre gratuit jusqu’en 2020 et au-delà. Pour la période d’échanges actuelle (2013-2020), 57 % de la quantité totale de quotas seront mis aux enchères et les quotas restants seront disponibles pour l'allocation à titre gratuit. Au début de la période d'échanges actuelle, l'industrie manufacturière a reçu 80 % de ses quotas à titre gratuit. Cette proportion va diminuer chaque année pour atteindre 30 % en 2020.
