    en
Definition transferring a matter which, in the institutional framework of the European Union, is dealt with using the intergovernmental method (second and third pillars) to the Community method (first pillar) Reference "COM-EN, based on:EUROPA > Summaries of EU legislation > Glossary > Community and intergovernmental methods, http://europa.eu/legislation_summaries/glossary/community_intergovernmental_methods_en.htm [23.9.2014]"
Comment The Treaty of Lisbon abolished the three pillar structure in favour of creating the European Union (EU). Within the EU, decisions are taken in accordance with a procedure of common law, called the ‘ordinary legislative procedure’. However, the abolition of the ‘pillar’ structure did not entail the ‘communitisation’ of the common foreign and security policy for which the intergovernmental method is maintained. Similarly, although the areas of police and judicial cooperation in criminal matters have been integrated into the regime of ordinary law, specific procedures, where Member States keep significant powers, continue to be applicable to them.

Definition "The process of merging or pooling national contributions to the Single Resolution Fund [ IATE:3555712 ]" Reference Council-EN
Comment "The funds in the new system will only be fully mutualised after a transition period; in the interim, eurozone countries will contribute cash into national pots (""compartments"") that will remain segregated within the broader European fund. Over the transition period, the costs incurred in relation to a specific resolution action would be borne in a progressively higher proportion by the ""mutualised"" (common) part of the Fund and in a correspondingly lower proportion by the national compartments of the Member State(s) concerned by the resolution (Based on explanation kindly provided by DGG IB and on Peter Spiegel, ""Schäuble signals German concession on EU bank rescue fund"", Financial Times, 18 February 2016 http://www.ft.com/intl/cms/s/0/5e35baa0-9893-11e3-a32f-00144feab7de.html#axzz3188vjOow [23.2.2016])."

socialisation of losses | socializing losses
    en
Definition public bailout of losses made by a private company or financial institution (i.e. losses are borne by the taxpayer) Reference COM-EN
Comment "The phrase 'privatising profits and socialising losses' describes how businesses and individuals can successfully benefit from any and all profits related to their line of business, but avoid losses by having those losses paid for by society. Privatising profits and socialising losses suggests that when large losses occur for speculators or businesses, they are able to successfully lobby government for aide rather than face the consequences of said losses.
