    Comment (1) Der Begriff Preisniveaustabilität ist im allgemeinen Sprachgebrauch durch den kürzeren, aber inhaltlich weniger präzisen Begriff Preisstabilität verdrängt worden.(2) Der EZB-Rat misst Än­de­run­gen des Preis­ni­veaus im Eu­ro­raum mit Hilfe des Har­mo­ni­sier­ten Ver­brau­cher­preis­in­dex (HVPI). Die Veränderung des HVPI wird in Prozent ausgedrückt und als Inflationsrate bezeichnet. Nach Auffassung des EZB-Rats kann Preisstabilität am besten gewährleistet werden, wenn er mittelfristig eine Inflationsrate von 2% anstrebt. Dieses Ziel ist symmetrisch, das heißt negative Abweichungen von diesem Zielwert sind ebenso unerwünscht wie positive.
