    Comment En principe, la détermination du statut de réfugié doit normalement se faire sur une base individuelle, mais il arrive souvent que des populations importantes aient été déplacées dans des circonstances indiquant que la plupart des membres pourraient individuellement être considérés comme des réfugiés. Dans de telles situations, le besoin de protection et d’assistance est souvent extrêmement pressant, et il peut s’avérer impossible pour des raisons purement pratiques de procéder à une détermination individuelle du statut de réfugié pour chaque membre du groupe. On a alors recours à une détermination dite collective du statut de réfugié, par laquelle chaque membre de la population en question est considéré comme un réfugié prima facie (en l’absence de preuve du contraire). En d’autres termes, on présume que les membres de la population concernée peuvent individuellement être considérés comme des réfugiés ayant besoin de protection.(Source: ibid.)
