- Nóta Dans le contexte du droit et de la pratique des traités, un protocole a les mêmes caractéristiques juridiques qu'un traité. Généralement, un protocole amende, complète ou éclaircit un traité multilatéral. Un protocole est normalement ouvert à la participation des parties à l'accord auquel il se rapporte. Cependant, les États ont depuis peu négocié un certain nombre de protocoles qui ne suivent pas ce principe. Le protocole présente l'avantage de pouvoir aborder un aspect spécifique de l'accord, évoqué en détail, tout en restant lié à cet accord.
