- Nóta Not to be confused with the so-called Annan Plan of 26 February 2003, also referred to as the Comprehensive Settlement of the Cyprus Problem, which proposed the creation of a United Cyprus Republic on the island of Cyprus, excluding the Sovereign Base Areas. It was to consist of a federal government and two equal constituent states, the Greek Cypriot State and the Turkish Cypriot State. The proposal was made by Secretary-General Annan and approved by the Turkish Cypriots, but rejected in a referendum by the Greek Cypriots. It contained a Foundation Agreement and a Treaty on Matters Related to the New State of Affairs in Cyprus.
