- Nóta "Legally these are two meetings, since the EU-GCC Joint Council was established in the 1988 EU-GCC Agreement and meetings of the Joint Council are held under Article 14 of that Agreement, whilst the Ministerial meeting deals with foreign policy, which falls outside the remit established by the agreement. The two meetings take place at the same time, with the same participants."
