    Nóta OSCE Fact Sheet, 1995, refers to the Office in the following sentence: "The Budapest document also called for the strengthening of the Chairman-in-Office as well as ... the Office for Democratic Institutions and Human Rights." The Budapest document was published after the Budapest Summit in 1994. This institution started life in 1990 (Charter of Paris) as the "Office for Free Elections". The ODIHR, based in Warsaw, is the OSCE institution responsible for furthering human rights, democracy and the rule of law. It provides the forum for meetings and expert seminars to address the implementation of human dimension commitments.
