The Secretariat-General [ IATE:1866719 ] and the Legal Service [ IATE:1866720 ] — as well as all other services which might have an interest in the document — have to be consulted.SWDs linked to an act accompany it, are sent to the same addressees as the proposal they accompany, and are published on EurLex with the preparatory act. However, the College does not adopt/approve them; it only takes note of them.There are two types of linked SWDs:- factual documents accompanying acts or legislative proposals adopted by the Commission;- impact assessments and summaries of impact assessments accompanying a legislative proposal, a communication or a report.'Stand-alone' SWDs must be uploaded to a dedicated area in e-Greffe. They require the agreement of the cabinet in charge and if necessary of the associated and/or co-responsible cabinets.In principle, there are four types of case where recourse may be had to a 'stand-alone' SWD:- documents containing factual information that are not binding on the Commission and are intended for transmission to the Council and possibly to other institutions;- documents clarifying a proposal already submitted by the Commission, which are useful in the legislative process;- documents setting out the position of the European Union and/or the Member States in international fora within the general guidelines laid down by the Commission;- certain public consultations where the consultation document has not been approved by the College but the DG nonetheless wishes to transmit it to the Council.A joint stand-alone SWD is prepared and submitted for transmission to at least one institution of the Union jointly by the Commission and the High Representative of the Union for Foreign Affairs and Security Policy."
