Sainmhíniú fund managed under the EIDHR that allows the Commission to give direct small grants of up to EUR 10 000 per grant to human rights defenders (HRD), whether individuals or organisations, who are in need of urgent support Tagairt Council-EN based on Annex 1 of the Commission Implementing Decision on the Multi-Annual Action Programme 2018- 2020 for the European Instrument for Democracy and Human Rights (EIDHR) to be financed from the general budget of the Union (25.8.2020)
Nóta Grants provided under the fund are used for covering fees for legal representation or medical expenses, purchasing security material for offices or homes, paying for the evacuation of an HRD to another country, supporting the operations of a human rights organisation in a difficult financial situation, and other similar events.

Sainmhíniú facility that supports civil society organisations operating in some of the world's most difficult human rights contexts in a timely, flexible and reactive way through direct awards in proven situations of short-, mid- to long-term human rights crises, where the publication of a call for proposals would be inappropriate or impossible, and/or where funding organisations working for human rights and their defenders prove to be seriously hampered Tagairt Council-EN, based on:Joint Staff Working Document - EU Action Plan on Human Rights and Democracy (2015-2019): Mid-Term Review June 2017 (1.4.2020) and ANNEX 2 of the Commission Implementing Decision on the Multi-Annual Action Programme 2018- 2020 for the European Instrument for Democracy and Human Rights (EIDHR) to be financed from the general budget of the Union
Nóta While mainly targeting civil society operating inside the most difficult country contexts, this facility may also support organisations based outside the given country, such as groups that are located in neighbouring countries or within diaspora communities.
