Natural hazards become disasters when people’s lives and livelihoods are affected or destroyed. A hazard poses no risk if there is no exposure to that hazard, and a hazard does not necessarily have to become a disaster if we make a society resilient, which requires a global culture of risk-awareness and disaster risk reduction.
