- Nóta "- EDEM is longstanding and evolving objective of the European Defence Equipment Policy, outlined in documents such as the European Commission’s 2003 strategy ‘Towards a European Union Defence Equipment Policy’.- The implementation of EDEM began in 2006 with the European Defence Agency (EDA) introducing the voluntary and non-binding Intergovernmental Regime in Defence Procurement and its Code of Conduct, which opened public defence procurement to cross-border competition. - In order to facilitate the development of a EDEM, two directives were adopted in 2009: Directive on Intra Community Transfers and Directive on Security and Defence procurement- A further step towards the standardisation of defence equipment was the launch of the European Defence Standards Reference System (EDSTAR) portal in 2012. - In March 2024, the European Commission presented the European Defence Industrial Strategy (EDIS), which sets a target for EU member states to procure at least 40% of their defence equipment collaboratively by 2030 and provides further momentum to the development of EDEM"
