- Nóta If the Commission finds 'generalised deficiencies' of this nature in one of the Member States, it may resort to protective measures including the suspension or reduction of payments from the EU budget and the prohibition to enter into new legal commitments. The Council may veto such a Commission ruling by a qualified majority, but the Parliament has no say.
