- Nóta "The basic aim of an NRM is to provide an effective way to identify, protect and support victims of trafficking.The term 'national referral mechanism' appears in the original Commission proposal for a Directive amending Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims. However, the Council has proposed replacing the word 'national', changing the wording to 'one or several referral mechanisms', in order to accommodate requests for flexibility and compatibility with federal systems of government. The Commission proposal also suggests the eventual aim of establishing a 'European Referral Mechanism'.See 'referral mechanism' for the concept applied to all levels of organisation."

- Nóta L'objectif principal d'un mécanisme national d'orientation est de permettre de recenser, de protéger et de soutenir efficacement les victimes de la traite. En outre, les mécanismes nationaux d'orientation peuvent contribuer à améliorer les politiques et procédures nationales dans un large éventail de domaines qui touchent aux victimes de la traite. Le terme «mécanisme d'orientation national» apparaît dans la proposition initiale de la Commission de directive modifiant la directive 2011/36/UE concernant la prévention de la traite des êtres humains et la lutte contre ce phénomène ainsi que la protection des victimes. Toutefois, le Conseil a proposé de remplacer le terme «un mécanisme d'orientation national» par «un ou plusieurs mécanismes d'orientation» afin de répondre aux demandes de souplesse et de compatibilité avec les systèmes fédéraux. La proposition de la Commission évoque également l'objectif ultime de créer un mécanisme européen d'orientation.
