    Nóta The definition of 'promotional bank' given here applies for determining the total liabilities to be considered for calculating ex ante contributions to resolution financing arrangements under the Bank Recovery and Resolution Directive (BRRD). According to the Commission Delegated Regulation, an institution can only qualify as a 'promotional bank' if:- the government concerned has an obligation to protect the economic basis of the undertaking or entity and maintain its viability throughout its lifetime, or- at least 90 % of its original funding or of the promotional loan it grants is directly or indirectly guaranteed by that government.The term 'promotional bank' is also used generally to refer to a national promotional bank or institution (NPBI), which is more broadly defined, in the context of the EFSI, as a legal entity carrying out financial activities on a professional basis which is given a mandate by a Member State or a Member State's entity to carry out development or promotional activities.Promotional lenders are sometimes also referred to as 'promotional banks', although to qualify as a promotional lender an institution has to meet specific requirements under a different Commission Delegated Regulation (Regulation (EU) 2015/61, which concerns liquidity coverage requirements), and it does not necessarily have to be set up by a Member State's central or regional government.
