Once agreed, the FLEGT voluntary partnership agreements include commitments and action from both parties to halt trade in illegal timber, notably with a licensing scheme at the partner country and the issuance of FLEGT licences that certify the legality of timber exported to the EU. While parties enter into a VPA voluntarily, the agreement becomes legally binding when both parties have ratified it.
