- Nóta Under Article 31(1) of the Treaty on European Union, if abstention is accompanied by a formal declaration, the Member State in question is not obliged to apply the decision but must accept that it commits the Union. The Member State must then refrain from any action that might conflict with Union action based on that decision.

- Sainmhíniú The Committee of the Regions is consulted on certain proposals on which it is asked to 'draw up' an opinion. When it decides not to do so, it sends a letter to the Deputy Secretary-General to that effect. The letter, which exists in French only, is called 'une lettre de renonciation'. For want of a better translation, this is being called a 'letter of abstention' in English. Tagairt ---
