    Comment Total allowable catches (TACs) or fishing opportunities, are catch limits (expressed in tonnes or numbers) that are set for most commercial fish stocks. The Commission prepares the proposals, based on scientific advice on the stock status from advisory bodies such as ICES and STECF. Some multi-annual plans contain rules for the setting of the TACs. TACs are set annually for most stocks (every two years for deep-sea stocks) by the Council of fisheries ministers. For stocks that are shared and jointly managed with non-EU countries, the TACs are agreed with those (groups of) non-EU countries. TACs are shared between EU countries in the form of national quotas. For each stock a different allocation percentage per EU country is applied for the sharing out of the quotas. This fixed percentage is known as the relative stability key. EU countries can exchange quotas with other EU countries. EU countries have to use transparent and objective criteria when they distribute the national quota among their fishermen. They are responsible for ensuring that the quotas are not overfished. When all the available quota of a species is fished, the EU country has to close the fishery.

    Comment Les totaux admissibles de captures (TAC) (possibilités de pêche) sont des limites de captures (exprimées en tonnes ou en chiffres) fixées pour la plupart des stocks commerciaux de poissons. La Commission prépare des propositions en s'appuyant sur les avis scientifiques concernant l'état des stocks délivrés par des organes consultatifs tels que le CIEM et le CSTEP. Certains plans pluriannuels prévoient des règles pour fixer les TAC. Ceux-ci sont définis tous les ans pour la plupart des stocks (tous les deux ans pour les stocks d'eau profonde) par le Conseil des ministres de la pêche. Lorsque les stocks sont partagés et gérés conjointement avec des pays non membres de l'UE, les TAC sont convenus avec ces pays ou groupes de pays.Ils sont répartis entre les pays de l’UE sous la forme de quotas nationaux. Les quotas sont distribués en appliquant un pourcentage différent par stock et par pays, afin de garantir une stabilité relative. Les pays de l'UE peuvent s'échanger leurs quotas.Ils doivent utiliser des critères objectifs et transparents pour répartir les quotas nationaux entre les pêcheurs et veiller à ce que les quotas fixés ne soient pas surexploités.
