Le cœur de la réforme concerne le modèle de mise en œuvre de la PAC, axé sur les résultats et sur la subsidiarité, qui donne aux États membres un rôle bien plus important dans le déploiement des interventions agricoles. Dans l’avenir, l’Union devrait fixer les paramètres essentiels (objectifs de la PAC, exigences de base, principaux types d’intervention des premier et deuxième piliers), tandis que les États membres devraient concevoir des plans stratégiques pluriannuels en vue d’atteindre les objectifs spécifiques et chiffrés arrêtés en commun.2.
