The terms ‘permanent grassland’ and ‘permanent pasture’ have both been used in EU legislation, but they have been defined in the same way and no distinction has been drawn between them. The use of different terms in different acts appears to be accidental. Recent documents refer to ‘permanent grassland and permanent pasture’ (in order to apply to the same reality, whichever term was used in previous legislation), and Article 4(3)(c) of Regulation (EU) No 2021/2115 defines ‘permanent grassland and permanent pasture’ as a single concept, ‘together referred to as “permanent grassland”’.
