    Definition (I) Die Kommission unterbreitet dem Rat spätestens am 1. September eines jeden Jahres den Vorentwurf des Haushaltsplans. Sie übermittelt ihn gleichzeitig dem Europäischen Parlament. ; (II) Der Haushaltsplanvorentwurf enthält einen zusammengefassten Gesamtplan der Ausgaben und Einnahmen der Gemeinschaften sowie die in Artikel 31 genannten Voranschläge.     Definition (I) The Commission shall place a preliminary draft budget before the Council by 1 September each year at the latest. It shall at the same time transmit the preliminary draft budget to the European Parliament. ; (II) The preliminary draft budget shall contain a summary general statement of the expenditure and revenue of the Communities and consolidate the estimates referred to in Article 31.
