Military capability usually includes four major components: - Force Structure – personnel, numbers, size and composition of the forces; - Configuration – technical sophistication of forces and equipment; - Readiness – ability to provide capabilities required by the combatant commanders to execute their assigned missions; - Sustainability – ability to maintain the necessary level and duration of operational activity to achieve military objectives2. Strictly speaking (military) capacity is a broader concept than (military) capability. ‘Capacity’ is used to describe the full range of factors needed to intervene militarily. So, whereas ‘capabilities’ refer only to instruments of action or military means, namely troops, military equipment and enablers (e.g. command and control centres), ‘capacity’ applies to both capabilities and the financial means, legal basis, bodies and training/preparedness needed to develop and use those capabilities. Sometimes decision-making procedures are also understood as part of ‘capacity’.

- Nóta Les termes anglais capacity et capability sont souvent rendus en français indistinctement par capacité. Dans le domaine de la défense, il y a cependant en général une distinction à faire entre capabillity, qui désigne l'ensemble des moyens physiques (matériel, personnel, ressources) et capacity, terme plus large qui inclut l'ensemble des facteurs permettant d'agir, à savoir les moyens militaires et de défense (capabilities) mais aussi les moyens financiers, la base juridique, les instances de réflexion, de préparation et de formation nécessaires pour développer et utiliser ces moyens.
