Nóta "The concept of local government is enshrined in the Fundamental Law of Hungary. Local government manages public affairs of local interest and provides public utilities services. Local governments are split into two levels, counties (the regional level) and municipalities (the local level), each with its own mandatory and optional competences. The counties provide the services that municipalities are unable to provide, covering primarily: territorial development; rural development, land-use planning and coordination activities.Hungary currently comprises 19 counties 3154 municipalities. There are three types of municipality: towns with county rank, towns and villages.The capital city of Budapest has both municipal and county competences.
