Nóta "Works councils exist under different names in a variety of related forms in a number of European countries. Depending on the legislation, the works council can have rights in relation to co-determination, consultation and the distribution of information within the company. Several legal systems in the EU require companies of over a certain size to establish such a representative body. An employer's representatives are often also members.For the body to be set up under Directive 2009/38/EC by undertakings of a certain size operating in more than one EU Member State see European Works Council.One of the most commonly examined (and arguably most successful) implementations of this institution is found in Germany. The model is basically as follows: general labour agreements are reached at the national level by national unions (e,g IG Metall) and German Employer Associations (e,g, Gesamtmetall). Subsequently, local plants and firms then meet with works councils to adjust these national agreements to local circumstances. "
