    Nóta Sous la Cinquième République, le titre de ministre d'État est utilisé pour marquer de manière significative la prééminence de celui qui le porte au sein du gouvernement, placé protocolairement aussitôt après le Premier ministre et avant les autres ministres. La seule prérogative d'un ministre d'État est de pouvoir organiser des réunions interministérielles, normalement apanage du Premier ministre. Le titre de ministre d'État peut être attribué à une personnalité politique exceptionnelle (voire apolitique comme André Malraux), à un leader de parti politique ou pour signifier que l'action de son ministère est considérée comme une priorité gouvernementale. Il peut y avoir plusieurs ministres d'État au sein d'un même gouvernement. Les ministres d'Etat sont souvent comparés à des Vice-Premiers ministres.
