It binds 22 Member States: the 19 Member States of the Eurozone plus Bulgaria, Denmark and Romania who have chosen to opt-in.     Nóta "Le pacte budgétaire constitue le chapitre III du traité sur la stabilité, la coordination et la gouvernance au sein de l'Union économique et monétaire mais le terme est parfois utilisé pour désigner l'ensemble de ce traité.Les principaux éléments du pacte budgétaire comportent l'exigence que les budgets nationaux soient à l'équilibre ou en excédent (le déficit structurel ne doit pas excéder 0,5 % du PIB nominal) ainsi que l'introduction de cette règle dans les systèmes juridiques nationaux des États membres (au niveau constitutionnel ou équivalent).
