- Nóta Note: The practice emerged in Latin America in the 1980s. The European Union and World Bank now encourage the use of participatory budgeting among governments and sub-national authorities. Participatory budgeting does not mean that communities have sole decision-making power. Often, civil society communities and public administrators jointly determine spending priorities, through 'co-decision' measures.
