Celui-ci est élu au suffrage universel direct par les électeurs de l'arrondissement municipal concerné, à la même date que les élections des autres conseillers municipaux mais par un scrutin séparé, pour un mandat de cinq ans. L'adjoint au maire assiste le maire et exerce les pouvoirs que celui-ci lui délègue dans l'arrondissement municipal où il a été élu. Il préside également la commission municipale de son arrondissement."
