    Sainmhíniú Accord entre entreprises en vue de mener conjointement des activités de recherche et de développement (R&D) pour mettre en commun des savoir-faire et partager les coûts et les risques liés à l'invention de nouveaux produits. Un accord de recherche et de développement comprend généralement l'acquisition de connaissances techniques liées aux produits ou procédés et à la réalisation d'analyses théoriques, d'études ou d'expérimentations, y compris la production expérimentale et les tests techniques de produits ou de procédés, ainsi que la construction d'installations nécessaires et l'acquisition de droits de propriété intellectuelle y référant. Ces accords permettent éventuellement d'accélérer la mise sur le marché des produits ou des services, d'améliorer leur qualité et/ou d'abaisser les coûts de production, encourageant ainsi le progrès technique au bénéfice des consommateurs. La Commission doit prendre en compte ces effets positifs lorsqu'elle analyse d'éventuelles restrictions de concurrence découlant de ces accords, notamment lorsqu'ils sont conclus entre concurrents.
