    Comment "Les secteurs relevant de la répartition de l'effort sont notamment la construction, l'agriculture (émissions autres que les émissions de CO2), la gestion des déchets, et les transports (à l'exclusion du transport aérien et du transport maritime international). Ces secteurs, qui ne sont pas couverts par le système d'échange de quotas d'émission de l'UE (secteurs hors SEQE), sont responsables d'environ 60 % des émissions totales de GES de l'UE.
