- Nóta Créée à Paris en 1989 à l’initiative de Laurent Fabius, la COSAC rassemble des délégations des commissions des affaires européennes des 27 parlements nationaux et une délégation du Parlement européen. Elle est ainsi le lieu de l’expression collective des parlements nationaux mais aussi l’enceinte d’un dialogue avec le Parlement européen. Participent aux travaux de la COSAC en qualité d’observateurs les assemblées des pays candidats à l’adhésion à l’Union européenne et les représentants du Secrétariat général du Conseil et de la Commission ainsi que, sur décision au cas par cas de la présidence de la COSAC, des représentants d’autres parlements nationaux (Norvège, Suisse, Islande…).
