    Nóta "Les Accords de Dayton-Paris [ IATE:893409 ] ont mis en place une tutelle internationale exercée par un Haut représentant (de la communauté internationale) disposant de pouvoirs importants : les ""pouvoirs de Bonn"", qui lui permettent notamment de destituer les responsables politiques et d'imposer des lois. Le Haut représentant est assisté par un Conseil pour la réalisation de la paix (PIC : Peace Implementation Council [ IATE:891593 ]) dirigé par un comité de pilotage (""steering board"") où sont représentés les Etats et organisations les plus impliqués dans la stabilisation des Balkans (Canada, Allemagne, France, Italie, Japon, Russie, Royaume-Uni, Etats-Unis, Union européenne, Commission européenne, Organisation de la conférence islamique représentée par la Turquie). Sans être un envoyé de l'ONU, ce Haut Représentant fait des rapports environ tous les six mois adressés au Secrétaire Général sur la situation en Bosnie-Herzégovine, qui donnent lieu à des débats au Conseil de sécurité.
