- Nóta Il appartient à la ou aux commissions parlementaires compétentes de déterminer si un ou plusieurs des amendements déposés lors de l'examen d'une proposition de la Commission sont «substantiels» et, le cas échéant, s'ils doivent faire l'objet d'une analyse d'impact. Les analyses d'impact peuvent être réalisées à n'importe quel stade de la procédure législative, en tenant compte des contraintes de temps propres à chaque lecture et à condition qu'elles ne retardent pas indûment le processus législatif.
