    Nóta L'objectif était de créer l'OIC lors d'une conférence des Nations Unies sur le commerce et l'emploi se tenant à La Havane (Cuba), en 1947.Dans le même temps, 15 pays avaient engagé des pourparlers en décembre 1945 en vue de réduire et de consolider les tarifs douaniers, ce qui a abouti à un ensemble de règles commerciales et de concessions tarifaires (le GATT - Accord général sur les tarifs douaniers et le commerce [IATE:785236 ] ), signé le 30/10/1947).La conférence de La Havane a débuté le 21 novembre 1947, moins d'un mois après la signature du GATT. La Charte de La Havane instituant l’OIC, signée en1948, ne put finalement pas être ratifiée, principalement en raison d'une opposition du Congrès des États-Unis, ce qui signifia en pratique la mort de l’OIC.
